The fuel pump is the only thing that pressurizes the fuel rail so with the correct relay being pulled, it should not have pressurized. Sorry I can't give you a good answer for why the gauge showed pressure. Might have been residual pressure from the last time you had the lines pressurized. You definitely want to be testing the fuel pressure with the fuel pump relay in place. We need to build up pressure and watch the gauge to see if it leaks down over time. The other alternative way is to pressurize the fuel rail with air and watch the gauge for leak down.
